Rwanda Launches Innovate4DigiJobs to Boost Youth Opportunities in the Digital Sector
Posted on July 2, 2025
Kigali, July 2025 — Rwanda has officially unveiled Innovate4DigiJobs, a pioneering innovation challenge designed to catalyze digital transformation and amplify youth employment in the country’s burgeoning digital economy. Spearheaded by the International Labour Organization (ILO) in partnership with the Rwanda ICT Chamber and backed by the Government of Luxembourg, the initiative was launched at an event in Kigali’s Ubumwe Grande Hotel, attended by key stakeholders from government, industry, and civil society
Digital Impact with Financial Backing
The program offers non-profit organizations grants ranging from USD 10,000 to USD 50,000, aiming to support locally led projects that make tangible contributions to regional digital growth and youth employment
Applicants must have been registered since 2023 and operate in one or more of nine targeted districts, including Kigali’s three districts (Nyarugenge and Gasabo) as well as Nyagatare, Kayonza, Musanze, Rubavu, Rusizi, Ruhango, and Huye
Core Themes: Skills & Entrepreneurial Support
Projects under Innovate4DigiJobs are expected to align with two strategic objectives:
Skills for Decent Digital Jobs – Initiatives that bolster technical proficiency (e.g., coding, data analytics, UI/UX design) and essential soft skills, aiming to bridge the gap between education and market demand
Business Development Services for Entrepreneurs – Programs that deliver mentorship, digital toolkits, financial linkages, and market access to youth-led start-ups, nurturing entrepreneurship within the digital space
This dual focus echoes Rwanda’s broader strategy of fostering a knowledge-based economy by 2035, leveraging digital innovation as a driver for sustained, inclusive growth
A Collaborative Ecosystem
The Rwanda ICT Chamber, under CEO Alex Ntale, has been a crucial partner in this initiative. With a membership listing 15–20 tech hubs nationwide, the Chamber has long championed digital literacy, internet access, and coding skills as catalysts for youth employability
Ntale emphasized that Innovate4DigiJobs is “about impact… If your passion is about changing lives, not just chasing profits, we want to make sure you’re not left behind”
Meanwhile, representatives from ILO, including Fatima Elsanousi Sirelkhatim, underscored the program’s commitment to inclusive growth, emphasizing that digital industry expansion should benefit all demographics
Training the Trainers and Piloting Apprenticeships
Innovate4DigiJobs complements parallel ILO‑led efforts to professionalize digital coaching across Rwanda. In late 2024, the ILO, with Luxembourg’s support, ran a Training of Trainers (ToT) program in “SIYB‑DYB” (Start & Improve Your Business – Digitalize Your Business), certifying 32 trainers equipped to foster online branding, e-commerce, inventory systems, and social media marketing among entrepreneurs
Additionally, a Quality Apprenticeship Pilot focused on software development was launched, enhancing digital technical training and expanding internship and workplace readiness programs for youth
Real-World Context and Ecosystem
These programs are nested within Rwanda’s vibrant ICT landscape. The country is home to Kigali Innovation City, an emerging 60‑hectare tech hub, and has embarked on ambitious targets such as connecting one million coders and equipping 500,000 individuals with advanced ICT skills
Additionally, platforms like Ihuzo—backed by UN Women and the Mastercard Foundation—have trained thousands of small businesses (notably 40 % women-led) in e‑commerce, expanding digital financial inclusion across the nation
Despite achieving remarkable progress, Rwanda still grapples with a 30–35 % youth NEET (Not in Employment, Education, or Training) rate, and faces persistent skills‑job mismatches in technical and soft skills
Innovate4DigiJobs directly addresses these challenges, bridging gaps between training, entrepreneurship, and employment.
Extended Deadlines & Next Steps
Initially slated to close on May 20, 2025, the application deadline has been extended to June 27, 2025, providing extra time for organizations to assemble compelling proposals
Successful proposals are anticipated to roll out between late 2025 and 2026, with project performance tracked through both digital and socioeconomic indicators to measure real employment outcomes.
